The rules are not arbitrary. Your starting section on Physics is what gives rise to the rest of the rules. The physics leads directly to the diatonic scale in Pythagorean or Just Intonation. Some problems with those scales lead to equal tempered. But, what seems arbitrary to you, has roots in the first two scales.
